How can we ensure that, regardless of the "entry point," pregnant women, children aged 0 to 3, and their caregivers are attended to in a comprehensive and integrated manner?
 

This was the key question that sparked the creation of the Comprehensive Early Childhood Care Protocol by the São Paulo City Hall and guided its entire development. The objective of this instrument was for the Health, Education, and Social Assistance and Development secretariats to institutionally recognize and effectively act as a Network of Care for the public in question.


Thus, the challenge was to contribute to the formation of comprehensive care networks through the definition of intersectoral care flows (referral and notification) and monitoring, guiding the work of the Regional Management Committees and the services provided by the City Hall to pregnant women and children aged 0 to 3.

Design of the Strategy and Integrated Intersectoral Flows, institutional arrangements (governance), and multilevel and multi-actor instruments and tools that promoted clear and integrated pathways for service operation and created a shared understanding among the multiple actors involved in the construction and implementation of the Protocol.

Basic Offerings Journey

The essential services to which users are entitled were detailed for greater clarity regarding their rights, considering their life stage.

Checking

An intersectoral integration strategy where the area recognizes the user's demand and rights and refers them to access the Basic Offerings.

Intersectoral Alert Flows

A strategy for joint attention in situations where the isolated action of one area is not sufficient to provide the attention the user needs. Example: Violence and Adolescent Pregnancy.

The collaborative process and the translation of complexity into visual materials developed by Futurar promoted greater engagement of the various actors involved, strengthening the final delivery and expanding the potential for the Protocol's implementation and maintenance in the medium and long term.
 

It is estimated that the Protocol will impact 1.1 million children between 0 and 6 years old. And the integration between areas will increase by up to 80% the access of children and pregnant women to basic services in the municipality. (Data from the Municipal Plan for Early Childhood)
